Project Details

A: This project aims to upgrade County Road 43 from a 2-lane rural roadway with ditches to a 4-lane urban roadway with curbs and storm sewers. The widening of the roadway will improve the traffic flows, enable major commercial activity and provide a safer road for drivers, pedestrians and cyclists. Expanding the roadway will support local and regional growth planning strategies for the town of Kemptville.

Removing and replacing the existing 2-lane bridge on County Road 43 over the Kemptville Creek with a new 4-lane bridge extending to the south will ensure that its service life and design standards match the improvements of County Road 43.

A: Construction to start in March 2024 and should be completed in late fall of 2026.

A: The total cost of the project is expected to exceed $40 million.

A: Close to $10 million of the total projected cost is covered by the Municipality of North Grenville.

A: The contract was awarded to RW Tomlinson Ltd. for the completion of all construction works, with the Contract Administration being completed by Egis Canada (Formerly McIntosh Perry Consulting Engineers).

Traffic Impacts

A: 2-way traffic will be maintained with short periods of time where traffic is reduced to 1 Lane. All accesses will remain open during construction operations.

A: The Work will extend approximately 200 meters north from the intersection.

A: There are no temporary measures currently scheduled, but traffic flow will be monitored closely and accommodations will be made if needed. County Road 43 will remain open to all traffic.

A: There are currently no alternate routes proposed as County Road 43 will remain open to the public. Monitoring for issues will occur, with rapid response as needed.

A: The speed limit is expected to be no faster than 50 km/hr, especially around roundabouts. However, there is ongoing discussion regarding this matter.

A: Yes, lighting will be provided along the multi-use pathway.

A: Yes, the roundabouts are designed to accommodate larger trucks and agricultural vehicles.

Hydro

A: The installation of new hydro poles is to meet a new standard that enhances durability against strong winds and adverse weather conditions.

A: All relocations have been completed, and most of the hydro lines are now buried, except for the high voltage lines.

General

A: The line indicates the project’s property boundary but does not necessarily signify active construction in those areas. The Construction under this project is confined to the roadway and does not extend onto residential properties.

A: Yes, the community safety zone near the school will remain active.

A: Pedestrians will cross at the roundabout in front of the Community Square (Shoppers Plaza), where a controlled crossing will be established.

A: The entrance to the school will remain, including a left turn, while the roundabout will align with Shoppers, allowing for bus access.

A: While accommodations will be made for future trail development, the actual trail construction is not part of the current project.

A: Discussions regarding snowmobiling trails and access to services are ongoing.

A: The roundabout at 43 and 44 is designed to accommodate potential future expansion to four lanes in other directions. Regarding median placement, the intent was to create a safe boundary between 2-way traffic. There will be accessible left turn lanes for specific situations, such as school access.

A: While all developments were considered, the Mattamy subdivision lies beyond the scope of this project.

A: The Ministry of Transportation of Ontario recently awarded a project tender, with construction expected to be complete by late September 2024.
