Project Details

A: The majority of work will be completed by the Contractor R.W. Tomlinson Ltd.

A: The project began in March of 2024 and is anticipated to be completed in late 2026, we are expecting the duration to last roughly 2.5 years.

A: Approximately 200 metres, County Road 43 will remain 2 lanes west of 43/44 roundabout.

A: There will be six roundabouts at the completion of the project (this includes Colonnade and County Road 19). The roundabouts will have flashing pedestrian-controlled lights installed.

A: Yes, there will be two expanded roundabouts. The four new roundabouts will be located at Stinson/Kemptville Retirement Living, Anniversary Way, Shoppers Plaza, intersection of County Road 43 and County Road 44.

A: Yes, that is outside of this project but is still in the plans to be implemented.

A: There is 1.5 metres between the curb and the pathway to accommodate snow plowing in the winter months.

A: Construction of the new bridge is expected to begin in July of 2024, beginning with the development of the footings. Pedestrians can expect to see more significant changes to the bridge in 2025.

A: There will be one 4 lane bridge. We are constructing two lanes on the south side of the bridge in 2024, then moving traffic to them, then constructing the other two lanes and joining them.

A: Yes, it will have the same bridge clearance as the current bridge.

Traffic Impacts

A: Expect small traffic impacts and disruptions such as short term single lane closures and short term entryway closures. We will provide as much advance notification as possible based on operations that have traffic impacts.

A: None are planned at this time, but we will be monitoring for impact and the Municipality is prepared to respond as needed. There will be no signed detours and we are not planning to close County Road 43 to traffic. If for any reason there is any temporary traffic disturbances, the public will be notified and signage and alternate routes will be provided to the public ahead of time, whenever possible.

A: No alternate routes were initially proposed as most locals find their own way. That being said, we will be monitoring for any issues that arise and we are prepared to respond quickly as needed. Additionally, North Grenville Council approved traffic calming measures for Wellington this year. These will be implemented in 2024, though they will not be in place at the start of construction on the County Road 43 project.

A: The speed limit will be 50km/hr for the entirety of the project area.

A: Yes, there will be adequate lighting on both sides of the boulevard for pedestrians to safely travel at night.

A: The roundabouts are bigger than what is currently in place, and in some cases larger trucks will use both lanes to pass through. The roundabouts are designed to accommodate trucks, agricultural vehicles, etc.

Hydro

A: Hydro has set a new standard to better withstand strong winds/weather.

A: All relocations have been completed. High voltage lines remain but most of the lines are now buried.

General

A: It is a property line but it does not specifically indicate that work is being done there.

A: Yes. Safety is of the upmost importance during the duration of construction and all parties will work together to ensure the community safety zone will remain in effect over the next two and a half years.

A: Pedestrians will cross at the roundabout in front of Shoppers Drug Mart. This will be a controlled crossing.

A: The entrance to the school will remain for now, including a left turn. The roundabout aligns with Shoppers and can be used by busses.

A: Accommodations will be made now for future trail development, however the trail development itself is not within the scope of this project.

A: This is being reviewed. Snowmobiling does not currently have designated accesses.

A: The roundabout at 43 and 44 will be designed to accommodate 4 lane expansion in other directions if needed in future. Regarding the second question, a median is the main intention, but we are keeping some turn lanes to start (mainly school access) and reviewing as we proceed.

A: All development was taken into consideration, but that subdivision is outside of this project area.

A: We have been advocating for ramp improvements for several years. The Ministry of Transportation did a full assessment 2 years ago and has just awarded a project tender in 2024. We expect ramp improvements to be completed in late September of 2024.

A: The roundabout will come up to the curb at their parking lot but doesn’t touch their parking lot. The grass and ditches will be affected.

A: It will be a concrete apron with left turns cut through.
